Oh.. easy, it seems the blogger team is about updating the blogger website now, so just calm down. It happens so often lately. Just open your old almost forgotten browser, Internet Explorer 
try to access your blogger template through it, and try to update your template there. It works for me.

I can’t have my cursor focus on the post title box, so i can’t type anything. to solve this, just do exactly the same as the first answer above, try to access your blogger account from Internet Explorer. hope it works for you. thanks
